BVOR Program (Blended Visa Office-Referred)

The Blended Visa Office-Referred scheme enables the matching of refugees recognized by approved referral organizations and determined eligible and admissible for resettlement to Canada.

The Resettlement Operations Centre in Ottawa (ROC-O) selects cases and converts them to the Blended Visa Office-Referred scheme. These cases are then forwarded to the Refugee Sponsorship Training Program (RSTP), where they are linked with a refugee sponsorship group. If matched, the refugee receives financial assistance from both the Canadian government and the sponsorship organization, as well as settlement assistance from the sponsorship group for the duration of the sponsorship term, which is normally one year after the person or family arrives in Canada. All Blended Visa Office-Referred cases begin as GAR cases (government-assisted refugee). Under the Blended Visa Office-Referred program, ROC-O is responsible for finding and reporting selected cases for prospective sponsorship matches. Clients of BVOR have previously been determined to be qualified and acceptable under the GAR program.
