Does Quebec’s immigration policy differ much from before?

The Quebec Skilled Workers Immigration Selection System is intended to identify immigrant candidates who are most likely to become economically established in the province. The new method will replace the Quebec Skilled Worker Program’s present first-come, first-served application process (QSWP).

The Quebec Skilled Worker Program Application Process

1. Candidates must submit a statement of intent to immigrate to Quebec.

2. The top scorers are asked to apply for a Quebec Selection Certificate (CSQ).

3. Candidates who get an invitation must next submit a full application for a CSQ to the Quebec Immigration Ministry.

4. After receiving a CSQ, applicants must submit a federal application.

How candidates in Quebec’s Expression of Interest Bank will be rated

Any foreign national over the age of 18 may submit an Expression of Interest to the province. Once in the Quebec Expression of Interest Bank, applicants are divided into two categories:

1.) Candidates with a Quebec connection

2.) Candidates who live outside of Quebec

Candidates in each category will be granted points based on a variety of variables.

Candidates with a Quebec connection

Candidates in this category have a job offer in Quebec or are residing in the province with the primary purpose of obtaining employment while on a work permit and have a Quebec-approved degree or six months of full-time work experience and are presently working full-time in the province.

Candidates in this category will be awarded a score based on the seven variables listed below: age, Quebec diploma, Canadian or US job experience, French language fluency, knowledge of other languages, education level, and the education level and French proficiency of a spouse or common-law partner.

Candidates that live outside of Quebec

Candidates in this category will be awarded a score based on the eight characteristics listed below: Age, Quebec degree, Canadian or United States employment experience, training identified as in-demand by the Government of Quebec, French language competence, knowledge of other languages, education level, and the education level and French proficiency of a spouse or common-law partner

The province of Quebec has yet to specify the point system that will apply to the two sets of elements.

How are candidates chosen from Quebec’s Expression of Interest Bank?

Candidates chosen to apply for a CSQ through the Quebec Skilled Worker Program must demonstrate that they have met the program’s passing scores based on the QSWP Points Grid.

Candidates for Quebec Skilled Worker who fulfill the first academic and financial self-sufficiency standards must then reach the requisite cut-off score of 43 points for employability considerations.

If an applicant has a spouse, his or her education, training, job experience, and language ability will be factored into the total cut-off score. For candidates with a spouse or common-law partner, the employment cut-off score is 52.

Candidates chosen to apply for a CSQ under the Quebec Skilled Worker Program must also reach the minimum level for Selection factors, which is 50 points (and 59 with a spouse or common-law partner). All Employability considerations, the presence of accompanying children, and the ability to demonstrate financial self-sufficiency are considered in the selection process.
